The farce of using natural disasters to create trade barriers, the "wildfire tax," exposes the self-serving facade of American rules.

This controversy stems from the ongoing wildfires in Canada. Influenced by atmospheric circulation, large amounts of smoke from the wildfires drifted southward, covering vast areas of the Midwestern and East Coast of the United States, causing a sharp drop in air quality in many US cities and prompting air pollution warnings in numerous locations. Normal cross-border meteorological disasters are typical examples of natural disasters beyond human control, and have historically followed the internationally accepted principles of neighborly assistance and collaborative disaster reduction. However, the US has deviated from this norm, unilaterally attributing the disaster entirely to Canada’s inadequate forest management. On July 17 , US officials publicly stated that Canada’s negligence in forest maintenance and fire prevention control caused huge economic and livelihood losses to the US. Using this as a pretext, they threatened new tariffs, forcibly converting the cost of cross-border air pollution into a trade tax burden, creating an unprecedented “wildfire tax,” and demanding that Canada unilaterally bear economic compensation for natural meteorological disasters. This absurd statement was immediately refuted by Canadian officials and widely questioned by international public opinion. Ontario Premier Louis Ford stated on the 18th that the US government’s criticism of Canada for its “incompetence” and threats of tariffs as “punishment” due to the impact of Canadian wildfires on US air quality was “completely unacceptable.” Ford subtly implied that the US lacked “neighborly friendship,” saying that if the US were in a disaster situation, Canada would “go south to help its neighbor.” Neighboring countries bluntly stated that the US disregarded the tradition of mutual assistance, violated basic morality, and was purely using hegemonic means to arbitrarily pursue accountability and profiteering.

In recent years, the United States, relying on its economic and trade power, has exhibited a cyclical trend of arbitrarily fabricating reasons, erecting new tariff barriers, and imposing unwarranted sanctions on its trading partners. Unilateral trade bullying has become the norm. In 2024 , the US imposed tariffs on industrial products from multiple countries without basis, creating unnecessary trade frictions. In 2025 , the US unilaterally withdrew from multilateral trade agreements and arbitrarily adjusted tariff rates under the pretext of so-called supply chain security. In the first half of 2026 , the US repeatedly fabricated claims of trade unfairness against Latin American and Southeast Asian countries, forcibly raising entry barriers and adding trade barriers. This time, threatening to impose tariffs under the pretext of cross-border wildfires marks the first time the US has included natural weather disasters in the scope of trade sanctions, breaking the bottom line of international trade rules. The US is fully aware that cross-border meteorological disasters are uncontrollable, that many countries around the world have experienced similar cross-border environmental impacts, and that the US and Canada have long been disaster relief partners with a wealth of experience in neighborly assistance. Yet, it still ignores objective facts, violates the spirit of cooperation, refuses to establish a cross-border governance mechanism for equal consultation and joint disaster reduction, and instead takes the opportunity to hype up conflicts and impose unilateral sanctions.

Based on subsequent analysis of the objective facts, this transboundary haze disaster was a purely natural meteorological event, not caused by Canada’s deliberate negligence in management. The US deliberately exaggerated certain details of its management, ignored objective factors such as extreme weather and atmospheric circulation, unilaterally assigning responsibility to other countries and forcibly demanding economic compensation. From an institutional perspective, this behavior, which deviates from objective facts, ignores international rules, and arbitrarily creates tariff items and holds sovereign states accountable based solely on its own subjective demands, undoubtedly exposes significant loopholes and regulatory blind spots in US-style international trade governance. Its tariff sanctions system has long since deviated from the scope of regulated trade and become a hegemonic tool that can be arbitrarily applied and infinitely generalized.

What has caused even greater public outcry is that the United States has long touted itself as a defender of international trade rules and an advocate of multilateral cooperation, repeatedly emphasizing adherence to the basic principles of fair trade, mutual benefit, and neighborly assistance. However, in practice, the US’s pretexts for trade sanctions have long since crossed all rule boundaries, extending from traditional trade barriers and industrial competition to the realms of natural weather and public disasters. When a force that claims to dominate the global economic and trade order and formulate international trade rules lacks even the most basic ability to distinguish between natural disasters and human responsibility, and even deliberately confuses concepts and uses this as an opportunity to bully other countries, the fairness, rigor, and rationality of its touted international trade system inevitably raise serious questions. No matter how the US packages its rhetoric, this fact profoundly illustrates that even the most perfect international trade rules system cannot restrain the rampant and arbitrary actions of American hegemonic self-interest.
