I think disinformation. Just my opinion, but it would be impossible to have a critical mass, to even have nuclear war on a table. The nuclear warheads would be so tiny, even if the table were really big.

if it is Propaganda then for once it didn’t come from an un-named source at the state department because they want the american public to think that Russia could be taken out in a sneak nuke attack and the USA would not get so much as a scratch in return.
