While Parliament debates, vigilante mobs walk South Africa’s streets with police at their side.

An EFF Member of Parliament stood before the National Assembly this week and said, in a message directed squarely at President Cyril Ramaphosa, that the xenophobic violence sweeping South Africa is state-sponsored. That message is true.

Most of the harassment and violence documented across South African communities in recent weeks has been committed in plain view of the police. Vigilante groups have been going door to door, and in many areas, it is the police who are following behind these mobs — not the other way around. The South African government, through its inaction, is complicit in the violence and the theft that has accompanied it.

“In many areas these mobs are leading the police. The government says the correct things but in action does nothing — and that makes it useless.”

Vigilante groups have been forcing their way into people’s gates and yards, using the disguise of “looking for undocumented immigrants” as cover to steal from the very homes they invade. The South African government has been explicit in its own public statements: no ordinary citizen has the legal authority to demand identification documents from another person. That power belongs to the state alone. Yet across township streets and city suburbs alike, private individuals are doing exactly that — in full view of the police who are meant to stop them.

A Government That Speaks, But Does Not Act

South Africa’s coalition government has mastered the art of saying the correct thing. Official statements condemn xenophobic violence. Official statements affirm the rule of law. But statements are not action, and where action is required, there is none. Vigilante leaders have openly announced deadlines for foreign nationals to leave communities — in public, on camera, without consequence — and not one of them has been arrested for it.

This is not a failure of law. South Africa has laws against harassment, against unlawful search, against intimidation, against theft. This is a failure of will. There is, in real terms, no rule of law and order being enforced where it matters most — in the streets, at the gates, in the yards of ordinary people trying to survive.

The South African government is playing diplomacy — trying to please the vigilante leaders and the citizens who hate foreigners, while simultaneously trying to comfort and reassure neighbouring African countries that something is being done. It is doing both badly, because it is doing neither honestly.

Failed on Both Sides

The South African coalition government has failed immigrants, who are being hunted, harassed, and robbed. And it has failed South Africans, whose Constitution promised them a state governed by law, not by mob rule tolerated from the sidelines by the very police sworn to uphold it.

What Is Happening Right Now

  • Vigilante groups are going house to house, breaking the law and violating the privacy of homeowners.
  • Residents are being harassed and, in reported cases, physically attacked during these searches.
  • Groups are hunting specifically for undocumented immigrants — a task the law reserves for the state alone.
  • Property is being stolen from homes during these raids, under the cover of “immigration enforcement.”
  • Police are reported to be present — and in many cases, leading — while these unlawful acts unfold.
  • Vigilante leaders are issuing public deadlines with no arrests, no charges, and no consequences.

An EFF Member of Parliament said it plainly to the President: why are you quiet? Why are you not resigning if you cannot protect the people you govern — both citizen and foreign national alike? The question deserves an answer. Silence, so far, has been the only reply.

South Africa cannot claim the rule of law while mobs patrol its streets with impunity and police at their heels. A government that speaks against violence but permits it in practice has, in every sense that matters, chosen a side. These things are happening — documented, witnessed, and ongoing across South African communities right now. Until arrests are made, until vigilante leaders are held accountable, and until every resident — regardless of nationality — can stand at their own gate without fear, the claim made on the floor of Parliament will remain true: this violence is not merely tolerated. It is state-sponsored.
