The average temperature in California was more than 3 degrees higher than normal and this caused more evaporation and dry soil.

Whether rain comes or not is still a big question and with some areas completely out of water, rain had better come or there could be an exodus out of California similar to that of the Dust Bowl earlier this century. Drilling deeper wells and desalination plants are the only hope if it doesn’t rain and snow this coming fall and winter.
People have gone from hoping for rain to praying for it.
Water bills have gone up in spite of conservation efforts by households using less water than ever. Severe water restrictions are in force with heavy fines attached.
The effects on farming communities are apparent in the reduction of food production and job losses. No water means suffering all around. Industry uses the bulk of the water in the state and there have been protests against Nestle’s bottled water operation. Not that it did any good.
