Lawmakers Press USDA on Funding for Urban Ag
The agency has failed to make grant funds allocated by Congress for urban and suburban farmers available over the past two years.

September 28, 2026 – House Democrats on Monday questioned the U.S. Department of Agriculture (USDA) over its failure to distribute $12 million in funding allocated to support farmers in urban and suburban areas over the past two years.
Appropriators in Congress provided $7 million during the 2025 fiscal year and $5 million in 2026 to be used for Urban Agriculture and Innovative Production (UAIP) grants. None of that money has been made available to date, and the 2027 fiscal year starts this week.
In a letter signed by Representative Alma Adams (D-North Carolina) and two dozen of her colleagues, the lawmakers pressed the USDA to explain and correct the delay.
“UAIP was created to support local family farms and increase access to affordable healthy foods in urban districts across the country; the program must continue to do that,” Alma said in a press release. “I am calling on the USDA to distribute these funds as they have been directed by Congress.”
The Office of Urban Agriculture was established in the 2018 Farm Bill. Since then, close to 200 UAIP grants and 150 cooperative agreements have been funded for projects that include urban farm incubators, school and community gardens, and composting infrastructure.
