Cato’s Katherine Thompson on What the New Congress Owes Voters on Iran
Democrats now control both chambers, and the Iran war was on the ballot in a way foreign policy rarely is. Katherine Thompson, senior fellow in defense and foreign policy studies at the Cato Institute, predicted this yesterday in the Washington Examiner: “Broken promises: Why the Iran war could decide the midterm elections.” She wrote that Congress “collectively sat idle while Trump waged war unilaterally against Iran for the past eight months,” and that voters would be “unforgiving.”

Her reaction today:
,
Last night should put to rest the idea that foreign policy can’t move voters. President Trump promised to stop wars, not start them. The Iran war broke that promise, and Congress as a whole sat idle as it played out. A new majority means nothing unless it does what the last one refused to do: exercise Congress’s leverage to bring an end to the Iran war. No blank check for the Iran war, not in the lame duck and not in January. Any funding should come with a strategy, an endgame, and protections for the munitions we need to deter China. Congress owns the war power and the power of the purse. It’s time to use it.
,
Katherine can speak to:
- The lame-duck fight. The outgoing Congress still faces the administration’s request for $67 billion in emergency war funding on top of a $1.5 trillion defense budget. She argues Congress should fund personnel and immediate needs but not pass the full package without an exit plan.
- Why war powers votes keep failing. She argues the War Powers Resolution no longer works as a check on the president, which leaves funding as Congress’s real leverage.
- The munitions crisis, with blame for both parties. It started when stockpiles were drawn down to arm Ukraine in 2022 and got worse with Iran, and it now undercuts deterrence of China.
- The cost. The Congressional Budget Office puts the war at about $38 billion so far, and at least $2 billion a month even if fighting slows.
She was a senior Pentagon official, performing the duties of the assistant secretary of defense for international security affairs, and spent more than six years on Capitol Hill as national security adviser to Sen. Mike Lee and foreign policy adviser to Sen. Josh Hawley.
