If the goal was to restrict the spread of flu-like illness, just encourage people to stay home if they feel sick, and support them with timely money for lost wages, and free zero contact delivery of the things they need so there’s no temptation to go out and get it themselves. When you’re sick, the last thing you want to do is work or go shopping, but if missing work means losing income, and you can’t afford to get everything delivered, and you’re barely getting by on a full paycheck, there’s a lot of pressure to struggle through and not lose those hours. Government can’t just shut down society every time a new cold goes around, but they could give average people the tools and resources to take themselves out of circulation as soon as they feel a cold coming on, and that would make it a lot harder for colds to spread.
