Yes this time it is, since prison reform and sentencing is something he can do something about since the US prison system is private sector for profit and holds over 2.5 million inmates i.e 4 times that of China using them for slave labor from juvenile onwards with no other option but to reoffend and to be expected to reoffend hence the endless police investigation and stop and search of known ex cons the rule is you should be pardoning offenders and putting them into the services to unlearn bad behaviour, get them paid and forced to save that pay returning them back into society with a clean sheet(Wiping off the conviction since it is used perpetually against the convicti) then they leave with skills and at least one trade, preferably with compulsory secondary education.

Petty theft, muggings and drug use can be fixed in the right environment which is not prison since the system is rigged to use forced labor. Some ‘crimes’ are just there to create a prison population to exploit. It is not for everyone, some are perpetual criminals but this is over 2.3 million needless imprisonments each year. I think the right term to use is national service.
