Technological Torture of Targeted Individuals & Gangstalking: the WHO, WHY, WHAT

Back in 2016, I interviewed, Dr. John Hall about his personal experience with electronic harassment. His girlfriend had been going through gangstalking incidences over and over for an extended period of time—it was a pretty bleak situation. I have noticed recently more discussion about this phenomena and it seems that it is growing. I came across a group called Targeted Justice. They help victims that are in electronic harassment situations. People that are harassed or tortured with technology are called “targeted individuals.” I interviewed attorney and Advisory Board member of Targeted Justice, Ana Toledo. Not only is she fighting to help targeted victims across the country, but she is herself a targeted individual.

According to Toledo, “A targeted individual is a person that has been chosen by the deep state to be part of a human experiment that is very atrocious. Many people know about the historic MK Ultra experiments carried out by the CIA to perfect the art of mind control, and also CointelPro, which was carried out by the FBI against movements that were either socialist or communist, in the ’50s, ’60s, and ’70s.”

Toledo is originally from Puerto Rico and said that historically her homeland has experienced a lot of electronic harassment. “Puerto Rico has traditionally been the land of experimentations. Since 1903, they have experimented on people there for many reasons. And it’s very sad that because of our island, the nature of the island itself, it’s very isolated…a lot of people that pursued independence were victims of CointelPro, and there was a huge class action lawsuit …and these people were denied jobs. They were harassed…geared at destroying the person’s position in society, an opportunity to flourish.”

As an attorney back in 1996, Toledo started to investigate environmental problems and wanted to help people that were being affected by a wastewater treatment plant that was owned by big pharmaceuticals companies including: Merck, Pfizer, and Bristol. She suspects that once she pledged to help those people, she then became a target.

Toledo believes she was targeted for about 20 years before she even realized what was happening to her. In 2021, she started to notice horrible things happening to her physically as well as strange things in her surroundings. She would come home and items in her home would be missing or out of place. “For 20 something years, I had been targeted and gangstalked…they even faked a cancer on me. I went through a lumpectomy, and I went through the radiotherapy, and I didn’t have cancer.”

A friend recognized many of the things Toledo was experiencing as those of a “targeted individual” and brought it to her attention. “That’s when I came across Targeted Justice…and Mr. Richard Lighthouse, who is one of the directors, he had been desperately looking for an attorney to file a lawsuit to bring down this program. And Targeted Justice rescued me from Puerto Rico, airlifted me, and brought me to Houston to file this case.”

The Who, Why, What of Targeted Individuals

Back when I spoke with Dr. John Hall, he was not quite sure “who” was all involved in the gangstalking activities of his girlfriend. There were some indicators that pointed to local law enforcement. Upon my own investigation into TI (targeted individual) forums, I noticed many of them said they were being stalked and harassed by detectives or investigative services organizations.

Through her years of experience in this area, Toledo mentioned the “deep state”, and it appears there are ties to big corporations, the FBI, agencies such as DHS, and even as of late the Space Force. I suspect these activities are a collaboration of agencies and entities. Toledo believes these activities really started to ramp up after 9-11. Toledo said, “The Terror Screen database was authorized in 2003 after 9/11 by an executive order called the Homeland Security Presidential Directive (HSPD-6). It was only supposed to contain the names of known and suspected terrorists.”

Toledo refers to these profiling activities as “the program” and that people are put into this program for a variety of reasons—it seems many are not related to terrorist activities as we think of them, but more about people that are fighting injustice, rabble rousers, people that don’t walk in lockstep with government narratives. She believes some people are put in the program because they’re whistleblowers, or like in her case, when she was fighting the big corporations that were polluting the environment—she started to step on their toes.

She spoke about a FBI Terror Screen database. “This is very important for people to understand. People talk about the watchlist…they have broadened the scope and they include two secret categories of handling. Handling Codes 3 and 4, this is where the targeted individuals are…if you’re in handling code 1, you cannot travel. If you’re in handling code 2, you are subjected to hours of screening of your luggage and all of that.”

When preparing for my interview with Toledo, I was shocked to read her colleague, Richard Lighthouse’s FEMA document that showed there are actual job postings that advertise positions for the public to apply for to torture and experiment on the population with these electronic weapons. In other words, they’re paying people to torture an unsuspecting public. What could be more evil?

During our interview, I asked Toledo if it is possible that these electronic harassment activities are multi-pronged. In other words, that attacking people with electronic weapons is not just related to retaliation, tracking, surveillance, and compliance, but also that it is a form of experimentation to see how the body will react to these new weapons of war technologies—Toledo agreed that this is the case.

She said, “It’s estimated there are 400,000 people now in the U.S. that are targeted individuals. Out of those 400,000, 75% do not know they’re targeted because their targeting is very, very slight…one of the trends we have seen is that it is mostly 62% middle-aged women…” Toledo said that in terms of “voice to skull” technology (hearing voices in one’s head), “our survey, shows it’s mostly targeted individual males, 62% also, that have voice to skull.”

As far as the international landscape of TIs, Toledo said the number is more around six million people around the world that are electronically harassed.

In terms of the end game, Toledo said, “This will be rolled out to the entire population, and it’s all for population control. Control, just like in China, you have the population control and the social credit score, and here they are doing it some other way.”

I agree with Toledo and believe their plan is for all of us to enjoy these types of technological attacks at some point—most likely to keep us compliant with the New World Order agenda. Today it may be real terrorists, supposed terrorists, whistleblowers, or anyone not onboard with governmental activities, but tomorrow it could be the entire world population.
