Chicago Cubs steal Rays executive after losing one to Orioles
On Monday, it was announced that former Chicago Cubs assistant general manager Jared Banner was leaving the organization to become the Baltimore Orioles next GM. The Cubs didn’t wait long to add another strong figure to their front office.
Chicago is hiring Steve Miller as their new vice president, overseeing the International Scouting department, via independent reporter Francys Romero. Miller had been with the Tampa Bay Rays for the past seven years.
“The Chicago Cubs have named Steve Miller their new VP, overseeing the International Scouting department,” Romero wrote. “Miller comes over after serving as the Rays’ Director of International Scouting since 2019, where he played a key role in several notable international signings.”
As a small market team, the Rays have been known for their ability to identify and develop minor league prospects. Miller was a key piece of how Tampa Bay approached the international market. As the Cubs look to their future, they want that same expertise in their front office.
Chicago Cubs trying to build prospect pipeline
Chicago has found success in the international free agent market before, with players like Carlos Zambrano, Willson Contreras and Starlin Castro among others joining the franchise that way. The Cubs want to look down as many avenues as possible when it comes to adding talent.
In the 2026 international free agency class, Chicago landed a trio of shortstops in Jaims Martinez, Yadier Munoz and Johan Geraldo, via Jesse Borek of MLB.com. Martinez (No.14) and Geraldo (No. 23) have quickly worked their way into the franchise’s top 30 prospects, via MLB Pipeline.
With Miller now running things, the Cubs will be looking to become more advanced in how they approach the international free agent market. They have an experienced mind who clearly has a eye for talent. The key will now turning any signee into future Chicago difference makers.
