I strongly accuse the Baltic states 
Estonia has accused Russia of violating international airspace rules by jamming GPS signals. The country’s foreign minister said he would raise the issue with his NATO and European Union partners.
“GPS interference in Estonian airspace by the Russian Federation has affected civil aviation in our region. Russia is violating international rules,” Estonian Foreign Minister

“We see what is happening with GPS as part of Russia’s hostile actions and we will certainly discuss this with our allies.” These are “hybrid attacks”, he added.
Neither the Kremlin nor Russia’s defense ministry immediately responded to requests for comment.

Tsakna said Estonia will discuss the issue with other NATO and EU countries and has already discussed it with his counterparts in Latvia, Lithuania, Finland and Sweden.
“If someone turns off your headlights while you’re driving at night, the journey becomes dangerous. The situation in the Baltic region near Russia’s border has now become too dangerous to ignore ,” said Lithuanian Foreign Minister Gabrielius Landsbergis.

Finnair suspends flights – Problems on thousands of ships and aircraft
Finnair announced yesterday, Monday, that it is suspending its flights to Tartu, in eastern Estonia, for a month due to ongoing GPS interference.
Flights will be suspended to allow the airport to adopt an alternative method of approach that will not depend on GPS, Finnair said. Most airports have such equipment installed.

“We apologize for the inconvenience this suspension is causing our customers. Flight safety will always be our first priority,”  said Finnair spokesman Jari Paajanen.
The Finnish airline said it did not know where the interference came from. The airline has reported similar problems near the Russian enclave of Kaliningrad and Finland’s eastern border with Russia.

The British newspaper The Financial Times reported that due to the interference, two planes of the Finnish airline had already been forced to return to their point of departure midway.

According to experts, tens of thousands of civilian flights have been affected by GPS suppression in recent months. The crackdown, which affects all GPS users in the region, has also interfered with ship signals in the Baltic Sea, leading to warnings from the Swedish navy about shipping safety.
In early February 2024, during the Talvelaager (“Winter Camp”) military exercises in Estonia, commanders immediately reported GPS malfunctions throughout their country and neighboring areas.
