India-Israel Alliance and the Growing Challenge to Muslim Communities
The growing strategic partnership between India and Israel has raised serious questions about the consequences of military cooperation, arms transfers and policies affecting Muslim communities. While both governments present their relationship as a partnership based on defence, technology and security, its wider implications extend beyond bilateral interests. From the devastation in Gaza to the demolition of Muslim properties in India, developments have highlighted concerns about the treatment of Muslim populations and the international response to alleged human rights violations.
These concerns gained additional diplomatic significance during the quadrilateral regional security meeting held in Tehran on October 26, 2026, involving Pakistan, Iran, Saudi Arabia and Türkiye. Field Marshal Syed Asim Munir, Iranian officials, Saudi Defence Minister Prince Khalid bin Salman and Turkish intelligence chief Ibrahim Kalin participated in discussions concerning regional security and stability. The meeting provided an important opportunity to highlight the implications of India’s growing strategic relationship with Israel and the need for greater coordination among Muslim countries on common security concerns.
A Strategic Partnership With Wider Consequences
India and Israel have steadily expanded defence cooperation, with military technology, weapons manufacturing, intelligence exchanges and security collaboration becoming important components of their relationship. Their partnership has strengthened through arms purchases and industrial cooperation, creating a relationship with implications extending beyond their respective borders.
A particularly significant dimension is India’s continuing supply of military components to Israel. Amnesty International’s July 30, 2026 investigation, titled Made in India: The Supply of Weapons and Ammunition to Israel, identified at least 2,596 shipments of weapons, ammunition and military components exported from India to Israel between October 7, 2023, and November 30, 2025.
These shipments included 390,516 small-arms components, 564,970 explosive-ordnance components and 298 military-vehicle components. Amnesty warned that Indian companies could risk complicity in serious violations of international law through their commercial relationships with Israeli defence suppliers. The investigation also identified companies directly owned or controlled by the Indian government.
This evidence raises questions about India’s responsibilities as an arms-exporting country. Military cooperation cannot be considered exclusively a commercial matter when supplied equipment and components may contribute to operations associated with widespread civilian suffering. States supplying military equipment must ensure that their exports comply with international humanitarian and human rights obligations.
Bulldozer Demolitions and the Treatment of Muslims in India
The similarities between the two countries’ approaches to security and their treatment of Muslim populations have also become a subject of international concern. In India, demolitions of Muslim homes, businesses and religious properties have attracted criticism from human rights organisations.
Amnesty International’s February 2024 investigation, If You Speak Up, Your House Will Be Demolished, documented 128 punitive demolitions across Assam, Delhi, Gujarat, Madhya Pradesh and Uttar Pradesh between April and June 2022. The demolitions affected at least 617 people, leaving families homeless or deprived of their livelihoods.
The investigation found that authorities carried out demolitions following communal violence and protests, with affected Muslim families facing forced eviction and collective punishment. Amnesty concluded that these actions violated fundamental protections, including the rights to adequate housing, non-discrimination and a fair trial.
The use of bulldozers against Muslim properties has consequently become an important symbol of concerns about discriminatory governance. Homes, businesses and places of worship should not become instruments of political retaliation. Governments have an obligation to protect citizens regardless of their religious identity and ensure that law enforcement operates through established legal procedures.
Although India’s domestic policies and Israel’s military operations in Palestine involve different circumstances, both raise questions about accountability, civilian protection and the consequences of policies affecting Muslim communities.
Pakistan’s Warning and the Need for Regional Awareness
Pakistan has repeatedly raised concerns about the strategic implications of India’s defence relationship with Israel. Field Marshal Asim Munir’s reported warning about the growing Hindu-Jewish strategic partnership reflects Islamabad’s concern that closer military and ideological cooperation could create additional challenges for Muslim countries.
The Tehran meeting offered an important platform for discussing these concerns alongside broader regional security issues. Pakistan, Iran, Saudi Arabia and Türkiye have significant interests in preventing instability, protecting regional populations and strengthening cooperation among Muslim-majority states.
However, cooperation must extend beyond diplomatic statements. Muslim countries need sustained consultations on defence developments, military exports, human rights concerns and the protection of religious minorities. A fragmented response limits their collective ability to address emerging challenges.
At the same time, regional coordination should remain grounded in credible evidence, international law and diplomatic engagement rather than religious confrontation. Protecting Muslim communities does not require hostility towards other religious groups; it requires consistent opposition to discrimination, unlawful violence and collective punishment.
The Responsibility of the International Community
The international community must apply consistent standards when evaluating military cooperation and human rights violations. Arms-exporting countries should conduct meaningful human rights assessments, ensure transparency in defence transactions and suspend transfers where there is a clear risk of their use in serious violations of international law.
Similarly, Indian authorities must address concerns surrounding punitive demolitions and guarantee equal protection for Muslim citizens. Independent investigations, judicial oversight and effective remedies for affected families are essential to restoring confidence in the rule of law.
Muslim countries can contribute by coordinating diplomatic positions, supporting credible international investigations and strengthening cooperation through established multilateral institutions. Their engagement should prioritise civilian protection, accountability and the peaceful resolution of disputes.
Moving Towards a Coordinated Muslim Response
The India-Israel partnership is not simply a bilateral defence relationship when its military and political consequences raise concerns beyond the two countries. Arms transfers to Israel, allegations of complicity in violations in Gaza and documented punitive demolitions of Muslim properties in India deserve sustained international scrutiny.
Pakistan’s concerns should therefore be considered within a wider discussion about regional security, human rights and the responsibilities of states engaged in military cooperation.
The Tehran meeting demonstrated the importance of bringing regional powers together to discuss common challenges. However, meaningful coordination requires practical diplomatic initiatives, consistent human rights advocacy and a commitment to protecting vulnerable populations.
Ultimately, the Muslim world must recognise that silence and fragmented responses weaken collective diplomatic influence. A coordinated approach based on international law, credible evidence and shared responsibility is necessary to defend civilian rights and prevent discrimination. The objective should not be confrontation between religious communities, but a regional and international order in which no population can be subjected to violence, displacement or discrimination without accountability.
