Persian Gulf Arab States: Why They Don’t Help Syrians?
After widespread criticism for doing little or nothing to help the Syrian refugees, the Persian Gulf Arab states are on the defensive, having been forced to address the issue publicly.
Even though there is no real news coverage to substantiate their claims, the government of the United Arab Emirates, for instance, says it has taken a broad range of supportive actions to alleviate the suffering of the Syrian population and to care for refugees in Syria and abroad.
Calling the refugee crisis a key priority for his government, Minister of State for Foreign Affairs Anwar Gargash claims the UAE has welcomed and extended residency permits to more than 100,000 Syrian refugees since the start of the US-led war in 2011. He has gone on to claim that this has brought the number of Syrian residents in the UAE to almost a quarter million!
Needless to say, these “official” numbers are impossible to verify independently.
The same could be said about Riyadh which claims thousands of Syrians receive free health care and education in Saudi Arabia.
While it’s true that the Persian Gulf Arab states have allowed thousands of Syrians to come on work visas, many Syrians say they face severe restrictions in these countries. Some have decided they would rather risk the difficult road to Europe. This is because their temporary residency permits can be canceled at any time. Here, citizenship is not an option, even for Syrian workers who stay for decades.
Additionally, the recent finger-pointing fails to recognize that the Arab states have provided an important safety net for foreign-backed terrorists in Syria.
They have “donated” millions of dollars to support extremist groups to affect regime change in Damascus. The Syrian people know that. That’s another reason why many prefer to risk their lives to reach Europe rather than go to Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain and Jordan.
The fact is that the regime changers don’t accept refugees for resettlement because none of them officially recognizes the legal concept. Even in Jordan, Syrians fleeing the US-led war are called “guests,” the expectation being that they won’t stay.
Unlike Iran, which continues to host millions of Afghan refugees, Arab governments refuse to sign the 1951 International Convention on Refugee Rights.
The Convention gives a mandate to UNHCR to do permanent settlement in the host countries or resettlement in third-party states. This is unacceptable to Arab governments.
They even oppose resettling Palestinians in other countries, arguing that they should be allowed to return to homes they fled or were forced out of in wars with Israel.
The net result is that millions of Palestinians still have refugee status after living for decades in the Arab countries.
In the recent crisis, a limited number of Syrians have resettled in the Persian Gulf Arab states, but they are on visitor or work visas. For Syrians, the realization is sinking in that going home may not be possible for at least a generation. Most important though, it’s about the future. In the Persian Gulf Arab states, they are torn, as they have none.
