Out here on the homestead, we know a thing or two about planning ahead. You don’t wait for the first frost to build your root cellar, and you don’t wait for the drought to dig your well.

But ask yourself this: what happens when the government starts planning for a plague… nearly fourteen years before that plague ever shows up?

That’s not a riddle. That’s recorded history.

Back in 2006, the Department of Health and Human Services quietly built something called the Public Health Emergency Medical Countermeasures Enterprise — PHEMCE, if you want to try the mouthful.

Don’t let the bureaucratic name put you to sleep, though.

What it actually did was bolt together federal health agencies, the military, homeland security, and the VA into one government-run pipeline for producing vaccines, drugs, and other “countermeasures” — all before a pandemic had broken out anywhere on earth.

Folks around here call it the Pandemic-Industrial Complex. And once you see how the thing was built, you’ll understand why.

Planting Seeds Nobody Asked to Harvest

Think about how a healthy homestead operates. You don’t have one person growing the seed, another deciding what gets planted, another buying the harvest, and yet another selling it back to you… not if accountability means anything to you, anyway.

But that’s almost exactly what HHS built with PHEMCE. According to its own September 2006 draft strategy, the enterprise was designed to define the threats, coordinate the research, run the product development, and then set the rules for deploying whatever came out the other end — all under one roof.

That roof covered seven federal agencies and components — ASPR, CDC, FDA, NIH, DOD, DHS, and VA — spread across four Cabinet departments. Put plainly, the same government hand that spots the “threat” is the same hand steering the research, writing the regulations, and signing the purchase orders for the finished product.

To justify pulling that much authority under one tent, officials pointed to alleged chemical, biological, radiological, and nuclear threats, then demanded what their own strategy called “unprecedented cooperation among all levels of Government, private industry, academia, international partners and the public.”

On a working farm, we’d call that letting the fox guard the henhouse. In Washington, they called it “alignment and synchronization.”

Swinging the Barn Door Wide Open

Here’s where it gets more troubling, not less.

HHS didn’t stop at centralizing government power… it swung the barn door wide open and waved the private sector right in. The strategy explicitly names pharmaceutical manufacturers, biotech companies, and clinical research outfits as partners, then maps out how the government would “streamline the regulatory process,” lower the hurdles to private investment, and layer on liability protections to sweeten the whole arrangement.

Meanwhile, HHS spelled out exactly what counted as a “benefit” inside this system… and it wasn’t simply curing disease.

The agency’s own language says benefits include “the overall lifecycle of the medical countermeasure including storage, utilization and deployment.”

Chew on that for a second.

A product didn’t have to heal a single person to be counted a success. It just had to move… get made, get stored, get shipped, get used.

That’s not medicine, friends. That’s inventory management with a health label tacked on top. HHS even floated financing clinical trials outright and absorbing a share of the private sector’s own market risk, all in the name of getting product off the shelf and into arms faster.

Once you see that the incentive is built around moving product rather than beating sickness, the next question follows as naturally as rain follows clouds: what does that pipeline actually look like, all the way from threat to syringe?

One Conveyor Belt, Threat to Cure

By April 2007, HHS had the full blueprint inked in its implementation plan. This was no vague mission statement scrawled on a whiteboard. It described a “holistic, end-to-end approach” running straight from intelligence gathering all the way through to deployment.

First comes the threat assessment, pulling data from “domestic and international intelligence information.” Then comes prioritizing which countermeasures to develop — sized to potentially cover “the entire U.S. population.”

Then comes the kicker: government purchasing itself would be used to “drive industrial development of the medical countermeasure.”

At the same time, NIH — the same agency funding so much of the virus research happening in labs across the country and overseas — was directed to “align research and development efforts with the PHEMCE priority medical countermeasure programs” and maintain “a sustainable, continuous stream of promising medical countermeasures in the pipeline.”

So the threat gets named, the research gets steered to match it, the products get built, and the government buys them by the pallet. The same plan even called for technology to allow “rapid identification and characterization of novel threat agents,” followed almost immediately by “rapid production of new vaccines.”

Threat and cure, running on the same conveyor belt, practically back to back.

That’s a closed loop. And a closed loop makes any experienced homesteader nervous… because a system with no outside check can drift a long, long way from its stated purpose before anyone outside the barn even notices the smell.

The Warning They Buried in Their Own Paperwork

Here’s the part that ought to make you set your coffee down and stare at the wall for a minute.

Back in 2006, HHS itself warned in writing that laboratory-engineered organisms “might even be mistaken as naturally occurring emerging agents.”

Read that one more time. The agency building the threat-detection and countermeasure system admitted — in its own strategy document — that a man-made pathogen could pass for a natural one.

That single sentence, tucked deep in a federal report, belongs in every civics classroom in the country.

Then fast-forward to COVID-19, and that warning stops sounding hypothetical in a hurry. Congress’s COVID Select Committee, the White House, the Department of Energy, the FBI, the CIA, and Germany’s Federal Intelligence Service have all acknowledged a lab incident as a likely origin for the pandemic.

And it’s worth remembering that Pentagon programs — DARPA’s PROPHECY, ADEPT, P3, and PREEMPT — were already funding work on predicting viral evolution and accelerating sequence-based treatments, while the DEFUSE proposal aimed that very machinery directly at bat coronaviruses.

Connect those dots slowly, and the picture that comes into focus is an uncomfortable one.

When the Fox Owns the Whole Farm

So here’s the question every homesteader knows to ask without being told: who checks the man who built the fence, feeds the animals, and controls what comes to market?

If a government-funded research ecosystem can potentially play a role in creating a biological threat, and that same wider system gets to define the threat, fund the fix, set the product requirements, and “drive industrial development” of the cure… then the emergency doesn’t expose the system at all.

It feeds it. More money. More authority. More power. And nobody outside the henhouse gets a vote.

Folks don’t leave the city and start living closer to the land because they trust centralized systems to police themselves. They do it because self-reliance is the only real check and balance you can count on when the folks running the machine also profit from the machine breaking down.

So keep your eyes open, keep your pantry stocked, and keep asking who benefits… because in Washington, the answer is rarely the people footing the bill.
