Trump’s prime directive is to get the covenant with many on course regardless of what Israel wants. Israel seems to be the dominant controller of American foreign policy, but that is only true to the extent that it furthers the covenant with many. Turning against Israel is a ploy to get all the other parties on board with the covenant of many. There has to be a perception that Israel is not happy with the terms, and that Israel will only comply reluctantly. I don’t know if Israel is knowingly playing this game. It could be a case where Trump is taking too much heat at home and around the world, so that Trump and Netty have to feign a falling out to shore up Trump’s failing support. Of course no matter how severe and contentious the rhetoric between Trump and Netty, it could all be BS that fades away once things turn super hot again.
