J. History of CIA Mind Control Experimentation Part 3

1961 Project MKULTRA – Is the CIA writing mistruths in their records? The records on Subproject 94, part of Project MKULTRA, dated 22 November 1961, describe the purpose of brain implants. “Miniaturized stimulating electrode implants in specific brain center areas will be utilized . . . to provide an understanding of the mechanisms involved in the directional control of animals and to provide practical systems suitable for (deleted – ‘human’?) application.” P. 149

Prior to 1962 Children used as human guinea pigs at DC Children’s Center
Retarded children at D.C. Children’s Center in Laurel in a section called the District Training School were used as human guinea pigs for both private industry and the government. Among the experiments, was the testing of NeoBazine a diet pill commonly referred to as “rainbow pills.” They contained thyroxin, which caused tremors, nervousness, insomnia, and tachycardia. It was being tested for its safety and efficiency. In October 1964 the FDA found that the drug was not safe for use.

1962 Children at DC Children’s Center used to test diseases. The children at D.C. Children’s Center were again used to test a drug for skin diseases, which doctors strongly suspected caused serious side effects to the human liver. More than half the children tested suffered some liver dysfunction. Eight were admitted to D.C. General Hospital for intensive care.

1962 Laurel Center Children injected with radioactive iodine. In 1962, 17 Laurel Center children were used to study thyroid hormone metabolism in children. The children were injected with thyroxin mixed with radioactive iodine to aid doctors in tracing a body process.

“Technical Services Division initiated a program for covert testing of materials on unwitting US citizens in 1955. TSD has pursued a philosophy of minimum documentation in keeping with the high sensitivity of the projects. Some files contained little or no data at all. There are just two individuals in TSD who have full knowledge of the MKULTRA program.” NB 108-113

1964 Due to pressure from Congress, the CIA MKULTRA mind-control program technically ended in 1964, while the CIA’s MKRESEARCH continued into the 1970s.

1964 Dr. William Sweet participated in both brain electrode implant experiments and the injection of uranium into medical patients at Harvard University.

1964 Army doctors were involved in LSD testing at least until the late 1970′s. Subjects of LSD experiments included children as young as five years old, and brain electrodes were implanted in children as young as 11 years of age. BB, pg. K, 1, 21

1965 Dr. Green mind-controlling/torturing/murdering children in 1965. 1970s MKULTRA revealed during Congressional hearings. 1975 In 1975 the author of this document, Judy Byington, was Supervisor over Childrens Services for Alberta Canada Mental Health. “For four hours I witnessed patient after patient lined up down the hall on gurneys awaiting ECT in the mental health ward of the local Lethbridge Alberta Canada government hospital. Even though I was a supervisor of mental health I was told by my administrator that because it was so difficult to obtain permission for me to observe the ward, I was not to talk to staff or patients, nor obtain any information on what they were doing. No one talked to me for the four hours I was there. It was especially disconcerting to me because I had recently moved there from Utah where ECT had been outlawed because there was no way to judge if the so-called “therapy” would produce permanent damage to the brain.”

1975 US Army Mind-control with Electrodes. A file released by the US Army dated 22 August 1975 shows how patients were used as guinea pigs for mind control studies. Electrodes were inserted into parts of their brains, ostensibly because “it could help to heal them.” P. 151

1976 Senator Church uncovers MKULTRA records. During a Congressional investigation in 1976 the Senate Intelligence Committee Chairman Senator Frank Church uncovered some MKULTRA records. Church said the CIA was “a rogue elephant” operating above the law as it plotted assassinations, illegally spied on thousands of Americans and drugged citizens in its effort to develop new weapons for its covert arsenal.”

CIA officials, such as the Deputy Director for Science and Technology Carl E. Duckett admitted at U.S. Senate hearings that the CIA unwitting drug tests were “wrong.” The Senate Intelligence Committee concluded that compartmentation was used in the MKULTRA Program to conceal the “unethical and illicit activities” by the CIA. “Few people, even within the agencies, knew of the programs and there is no evidence that either the executive branch or Congress were ever informed of them. Jeannine Larrick has been released from the Guernsey County Jail, though still faces charges of Obstruction of Justice for harboring her abused daughter Kaitlynn. After seven years of suffering beatings, starvation for a year, refused medical treatment and other atrocities while in the Ohio Foster Child System, Kaitlynn and ran away to the protection of her mother.

Although the original charges were dropped against Jeannine, the Municipal Court has kept the case open, refused to take Larrick’s filings and had another court hearing on her case on Fri. 4 Sept. 2026. There they offered Jeannine to drop the case if she would admit to Obstruction of Justice – which she, of course, she refused. The jury trial has been set for Sat. 21 Nov. 2026. Let us pray that Constitutional Law is in effect by then.

The intention of Ohio authorities appeared to be to prevent Jeannine and Kaitlynn from testifying against Ohio Child Protective Service authorities, Guernsey county sheriffs, court authorities and Journey Home NYAP foster care – all believed involved in Human Trafficking.

You may have heard about the massive wildfire that has burned over 90,000 acres, and has cause the evacuation of the city just south of our Florence (Colorado) Prison Camp, Medium, High and Super-Max Prisons. Within the last hour we could see that the flames have worked their way over the top of the mountains and are within view. We also learned earlier this morning that 300 homes and 4 business have burned down. We’re told that the prison does NOT intend to move us, but rather to shelter in place. This doesn’t sound ideal to me as the smoke is really bothering this old man’s asthmatic lungs, I’ve been struggling with coughing fits. Would you pray for the safety of the over 2,000 inmates at the four prisons?

The fires have also caused the warden to cancel all visits until further notice. Unfortunately, my sweet 90 year-old mother and my brother had planned for weeks, purchased tickets, and arranged for a car rental to visit this weekend, but of course, better safe than sorry. Hopefully, they’ll be able to come for a visit soon.
With regards to our humble Barbie & Ken vs Goliath IRS Petition for a Constitutionally authorized Presidential Pardon, sorry, no we’ve not heard back from the White House in any way.  Sure, we realize that our Petition has the chance of cherry popsicle in hell, but we continue to trust our future in His hands and to believe in His Miracles.
